Section 2 of HASAWA 1974 sets the employer's duty at 'so far as is reasonably practicable' — a balance of risk against the cost, time and effort needed to control it, not an absolute duty to remove all risk. Zero-risk and insurance-based answers misstate the legal test entirely.
