Operator responsibilities & pre-use checks

Who is responsible?

Once you take the keys, the forklift is your responsibility. Under the Health and Safety at Work etc Act 1974 and PUWER 1998 (Provision and Use of Work Equipment Regulations), the operator must use the truck safely, follow training, and report defects. Employers must provide a safe truck and proper training, but the operator carries a legal duty too - you cannot blame the employer if you knowingly used a faulty truck.

Daily pre-use checks

Do these BEFORE starting the engine, every shift, even if someone else used the truck last:

  • Tyres/wheels - condition, pressure, no embedded objects
  • Forks - straight, no cracks, heel not worn beyond 10% of original thickness, locking pins secure
  • Mast and chains - smooth movement, no fraying or slack
  • Hydraulics - no leaks, hoses not chafed
  • Lights, horn, and reversing alarm/beacon all working
  • Seatbelt - fitted and functioning
  • Mirrors and screen - clean, unobstructed view
  • Fluid levels - oil, water, fuel/battery charge
  • Overhead guard - not bent or damaged
  • Data plate - present, legible, matches the attachment fitted

Starting checks

After the walkaround, start up and test: brakes (service and parking), steering, horn, lift/tilt controls, and warning lights on the dash. Never operate with a fault that affects safety - report it and take the truck out of service. Fit a 'Do Not Use' tag or remove the key.

Reporting and records

Defects must be reported immediately, in writing, using the daily check sheet or defect book. This creates a legal record under PUWER. A truck taken out of service must not be used again until repaired and signed off by a competent person.

Common exam mistakes

  • Thinking only management is liable for accidents - operators share the duty
  • Skipping checks because 'someone else already did it'
  • Confusing fork heel wear limit (10%) with other tolerances
  • Forgetting the reversing alarm/beacon check

Stability triangle, capacity plates & load centres

What the stability triangle actually is

A counterbalance forklift is stable only while its combined centre of gravity (the truck's own weight plus the load's weight, working together) falls inside an imaginary triangle. Two points of this triangle are the front wheels (or the pivot points of the front axle), and the third point is the centre of the rear axle (the pivot point of the steer axle, not the wheels themselves). This is why counterbalance trucks steer from the rear - it lets the rear axle act as a single pivot corner of the triangle.

  • If the combined centre of gravity moves outside any edge of the triangle, the truck tips over that edge.
  • Tipping forward or sideways over the front two points is the most common real-world cause of overturns.
  • Rearward tip happens over the single rear pivot point, usually when travelling with no load, mast tilted back, on a slope, or braking hard downhill.

Load centre - the number you must know

Capacity plates are rated at a standard load centre, almost always 500mm from the front face of the forks (measured horizontally from the heel of the forks to the load's centre of gravity), with the load resting flat on the forks. This 500mm figure is the industry-standard reference used across counterbalance trucks in the UK.

  • Capacity FALLS as load centre distance INCREASES - a bulky or oddly-shaped load with its centre of gravity further out reduces how much weight can be safely carried.
  • Rule of thumb: if the load centre doubles, safe capacity roughly halves - capacity and load centre are inversely related.
  • Always check the actual load's centre of gravity against the plate, not just its weight - a heavy compact load can be fine where a lighter, longer load is not.

Reading and using the capacity plate

Every truck must carry a legible capacity (data) plate showing maximum capacity at the rated load centre, lift height, and attachment fitted.

  • Fitting an attachment (fork positioner, clamp, jib) changes the truck's weight distribution and ALWAYS reduces rated capacity - never trust the original plate once an attachment is fitted; a new plate is required.
  • Mast tilted forward, load raised high, or travelling on a slope all shift the centre of gravity and reduce effective stability, even though the plate figure does not change.

Common mistakes:

  • Assuming the plate capacity applies to any load shape - it only applies at the stated 500mm (or stated) load centre.

Travelling, stacking & de-stacking safely

Travelling safely

Always travel with the forks low - about 100-150mm (4-6 inches) off the ground. This keeps the load stable and gives you the best view, and means if you clip something the drop is minimal.

Tilt the mast slightly back when travelling, whether loaded or empty. This cradles the load against the backrest and stops it sliding forward off the forks.

If a load blocks your forward view, drive in reverse instead, or get a banksman to guide you. Never drive forward 'blind' hoping for the best.

On ramps or gradients, always travel with the load facing UP the slope. Going up: drive forwards. Going down: drive in reverse. This stops the load tipping forward and off the forks.

Keep speed low in busy areas - most sites set a walking-pace limit, often 5-10 mph (8-16 km/h), lower still near pedestrians, doorways and blind corners. Sound the horn at every junction, blind bend and doorway.

Leave three truck-lengths distance from the vehicle in front and reduce speed further on wet, oily or uneven floors, since stopping distances increase sharply.

Stacking safely

Before lifting, check the rack or stack's Safe Working Load (SWL) and the truck's own capacity plate - never guess.

Approach the stack square-on and stop about a metre away. Level the forks, then move forward slowly and smoothly - never lift while still moving forward.

Lift the load clear, tilt the mast back slightly for stability, then lower to travel height before moving off.

When placing a load on a stack or rack, raise it a little above the target level, move in slowly and square, then lower gently onto the beams or the load below - never drop it in.

Always keep the mast vertical (or slightly back) when lifting and only tilt forward right at the point of placing or picking the load - tilting forward at height is a major tipping hazard.

De-stacking safely

Check the load is stable and not damaged, leaning, or interlocked with its neighbours before touching it.

Insert the forks fully under the load - forks not fully home is a common cause of a load slipping or toppling.

Lift the load clear vertically first, then tilt back and reverse away before lowering - never reverse out while still tilting or lowering, as this can snag the load or the rack.

Common mistakes to avoid

  • Travelling with forks raised high - unstable and blocks vision.
  • Turning sharply while raised or loaded - raises tip-over risk hugely.
  • Carrying a load with the mast tilted fully forward.
  • Exceeding the load centre distance stated on the capacity plate (usually 500mm/600mm standard load centre) - capacity drops as load centre increases.

Pedestrians, site rules & segregation

Why pedestrian segregation matters

Forklifts and people don't mix well. A loaded counterbalance truck can weigh several tonnes, has poor rear visibility, and cannot stop quickly. Most fatal forklift accidents involve pedestrians being struck or crushed. The law (Workplace (Health, Safety and Welfare) Regulations 1992, plus PUWER 1998) requires employers to keep vehicles and pedestrians apart wherever reasonably practicable.

Segregation methods

  • Separate pedestrian walkways, marked with yellow or white floor lines, kept at least 1 metre wide plus a safety margin.
  • Physical barriers, guard rails or fencing between racking aisles and walkways.
  • One-way systems to reduce the number of blind junctions and reversing moves.
  • Convex mirrors at blind corners and junctions to give early warning of approaching traffic.

Refuelling and recharging safely

Forklifts run on diesel, LPG (gas), petrol or electric battery power, and each fuel type carries its own hazards. You must know the safe procedure for your truck's fuel type before you touch it.

LPG (gas) trucks

  • Always shut off the engine before changing the gas cylinder.
  • Check the cylinder is the correct type and within its test date, and that the O-ring seal is undamaged.

Battery-electric trucks

  • No smoking or naked flames within the charging bay.
  • Switch off the charger before connecting or disconnecting the battery connector - never disconnect live.
  • Wear PPE (gloves and face shield) when checking electrolyte levels, as battery acid is corrosive.
  • Top up cells with distilled water only, and only when the battery is fully charged.
  • Allow a freshly charged battery to stand and cool before use where possible.
  • Never place tools or metal objects across battery terminals - this can cause a short circuit, sparks or fire.

Attachments

  • Attachments (fork extensions, clamps, rotators, sideshifts) change the truck's capacity and stability, so always check the data plate for the reduced rated capacity when an attachment is fitted.
  • Only use attachments that are compatible with and correctly fitted to your specific truck - never improvise.
  • A damaged or badly fitted attachment must be reported and taken out of use, not used and reported later.
  • Fitting an attachment moves the load centre forward, which reduces the safe working load - always check the revised capacity plate, not the original one.

Why the law matters

Forklifts are 'work equipment' under the law, so two big regulations control how they must be provided, maintained and used. Get these straight and a good chunk of the theory test falls into place.

PUWER 1998 (Provision and Use of Work Equipment Regulations)

PUWER covers ALL work equipment, not just lift trucks. It says equipment must be:

  • Suitable for the job and the conditions it is used in
  • Maintained in an efficient state, working order and good repair
  • Used only by people who have received adequate training and information
  • Fitted with suitable safety devices, guards and controls (start/stop, brakes, warning devices)

PUWER does not set a fixed inspection interval by itself — it says inspect 'at suitable intervals', which in practice usually means a daily pre-use check by the operator plus periodic maintenance inspections set by the employer's risk assessment.

LOLER 1998 (Lifting Operations and Lifting Equipment Regulations)

LOLER applies specifically because a forklift LIFTS loads. Key numbers:

  • Lifting equipment must be thoroughly examined by a competent person at least every 12 months
  • If the equipment is used to lift people (e.g. a work platform/cage attachment), thorough examination is required at least every 6 months
  • Lifting accessories (chains, slings, hooks) also need thorough examination every 6 months
  • A written report of the thorough examination must be kept and defects reported immediately to the person who commissioned it and, if it presents imminent danger, to the enforcing authority (HSE)
  • Lifting operations must be properly planned by a competent person, supervised and carried out safely — the 'safe working load' (SWL) must never be exceeded

Training requirements (ACOP L117 / HSE guidance)

There is no single 'forklift licence' recognised in UK law — training is delivered by accredited bodies (e.g. RTITB, ITSSAR) and must cover three stages:

  • Basic training — theory and practical skills on the truck type
  • Specific job training — the actual site, load types and environment
  • Familiarisation — supervised practice before working unsupervised

Refresher training is required periodically or after an accident, near-miss, change of equipment, or if performance drops. Employers must keep training records and issue authorisation to operate specific trucks.

Common mistakes

  • Confusing PUWER (all work equipment, general duties) with LOLER (lifting-specific, has fixed inspection numbers)
  • Thinking there's a nationally recognised 'licence' — there isn't, only employer authorisation based on accredited training
  • Forgetting the 6-month rule applies to accessories and people-lifting, while general lifting equipment is 12 months
  • Assuming a daily walk-round check replaces the LOLER thorough examination — it doesn't, they're separate duties
  • PUWER 1998 covers all work equipment: it must be suitable, maintained, and used only by trained operators
  • LOLER 1998 covers lifting equipment specifically, including forklifts and their attachments
