What is a food safety management system?

Every food business must have a documented food safety management system (FSMS) based on HACCP principles, as required by Regulation (EC) 852/2004. In the UK this is usually built using Safer Food Better Business (SFBB) or an equivalent HACCP-based diary. As a supervisor you must understand and apply it, not just file it away.

The seven HACCP principles

  • Conduct a hazard analysis - identify biological, chemical, physical and allergenic hazards at every step.
  • Determine the critical control points (CCPs) - the steps where control is essential to prevent, eliminate or reduce a hazard to a safe level (eg cooking, chilling).
  • Establish critical limits for each CCP - the exact number that separates safe from unsafe, eg core cooking temperature of 75C, or chilled storage at or below 8C (5C is best practice).
  • Establish monitoring procedures - how and how often you check the CCP, eg probe thermometer readings logged each batch.
  • Establish corrective actions - what to do when a limit is breached, eg re-cook, reject, or discard the batch.
  • Establish verification procedures - checks that the system is working, eg calibrating probes, internal audits, review of records.
  • Establish documentation and record-keeping - due diligence evidence that controls were followed.

  • Mixing up monitoring (routine checking) with verification (checking the system itself works, eg audits, calibration).
  • Thinking HACCP replaces good hygiene practices - it sits on top of prerequisites like cleaning schedules, pest control, staff training and supplier approval.
  • Assuming paperwork alone proves compliance - records must reflect real, consistent practice or they are worthless as due diligence evidence.

Supervisor responsibilities

Supervisors must train staff in the FSMS, check records are completed honestly and promptly, take corrective action decisively when limits are breached, and review the whole system whenever the menu, suppliers, equipment or process changes.

Microbiology & contamination control

Why microbiology matters

Bacteria cause the vast majority of food poisoning outbreaks. As a supervisor you must understand how they grow, how they spread, and how to break the chain of contamination.

The four conditions bacteria need to multiply (FAT TOM)

  • Food - a source of nutrients, especially high-protein foods (meat, dairy, eggs, seafood)
  • Acidity - most pathogens prefer neutral pH 6.6-7.5
  • Time - one bacterium can become over 4 million in 12 hours by binary fission (doubling roughly every 10-20 minutes in ideal conditions)
  • Temperature - the danger zone is 8C to 63C; growth is fastest around 37C, close to body temperature
  • Oxygen - aerobic bacteria need it, anaerobic bacteria (like Clostridium botulinum) grow without it, some are facultative (grow either way)
  • Moisture - measured as water activity (Aw); bacteria need at least 0.90-0.97 Aw, which is why dried, cured and jam-type foods are safer

The main pathogens to know

  • Salmonella - raw poultry, eggs; incubation 6-72 hours
  • Campylobacter - the UK's most common cause of food poisoning, linked to raw/undercooked chicken; very low infectious dose
  • E. coli O157 - raw/undercooked beef, unpasteurised milk, cross-contamination from raw veg; can cause kidney failure; infectious dose can be under 10 cells
  • Listeria monocytogenes - unusual because it can grow slowly even in the fridge (down to 0C); high risk for pregnant women, elderly, immunocompromised - found in soft cheeses, pate, chilled RTE foods
  • Clostridium perfringens - large batches of meat/poultry cooled too slowly
  • Clostridium botulinum - produces a deadly toxin in anaerobic, low-acid conditions (e.g. improperly canned or vacuum-packed food)
  • Bacillus cereus - reheated rice; spores survive cooking and germinate if rice is cooled slowly
  • Staphylococcus aureus - spread by food handlers via skin, nose, cuts; produces a heat-resistant toxin so reheating will not destroy it
  • Norovirus - the most common viral cause, highly infectious, spread person-to-person and via food touched by infected handlers

Types and routes of contamination

  • Biological - bacteria, viruses, moulds, toxins
  • Chemical - cleaning chemicals, pesticides, allergens
  • Physical - hair, glass, plasters, jewellery, pests
  • Cross-contamination routes: direct (raw touching ready-to-eat), indirect (via hands, cloths, equipment, surfaces), and drip (raw food juices falling onto food below)

Common exam mistakes

  • Confusing food poisoning bacteria (cause illness by infection or toxin) with spoilage bacteria (cause food to look/smell bad but do not always cause illness)

Temperature control & the cold chain

Why temperature control matters

Bacteria multiply fastest between 8°C and 63°C - this is called the danger zone. Level 3 Supervisors must understand the legal limits and be able to justify decisions, not just follow rules.

Legal chilled holding limit

  • In England, Wales and Northern Ireland, high-risk chilled food must be held at or below 8°C under the Food Safety and Hygiene (England) Regulations 2013 (and equivalents).
  • In Scotland the limit is 5°C, which is stricter.
  • Best practice across the industry is to run fridges at 0-5°C to build in a safety margin, even where the legal limit is 8°C.

The four-hour and two-hour rules

  • Food can be out of temperature control for a maximum of 4 hours in total before it must be used or thrown away - it cannot go back in the fridge after this.
  • If food has been out for up to 2 hours, it can be returned to the fridge safely.
  • Between 2 and 4 hours, use it up but do not chill it again.
  • Over 4 hours, it must be discarded.

Cooking and reheating

  • Cook food to a core temperature of 75°C for at least 30 seconds (or an equivalent time/temperature combination, e.g. 70°C for 2 minutes).
  • Reheat food to a core of at least 82°C in Scotland, or reach 75°C for 30 seconds elsewhere - always reheat only once.

Cooling food safely

  • Cooked food must be cooled as quickly as possible before refrigeration.
  • Best practice is to get food from 63°C down to below 8°C within 90 minutes (many awarding bodies teach a target of under 1.5 hours).
  • Use shallow trays, blast chillers, ice baths or portioning to speed cooling - never leave large stock pots to cool slowly on a side.

Frozen storage

  • Freezers should run at -18°C or below to keep food safely frozen.
  • Domestic-style fast freezing units can go to -22°C briefly for rapid freezing of fresh produce.

Monitoring the cold chain

  • Check and record fridge/freezer temperatures at least twice a day (opening and closing, or per company policy).
  • Use a calibrated probe thermometer for food temperatures, cleaned with an alcohol wipe between uses to avoid cross-contamination.
  • Deliveries must be checked on arrival - reject chilled goods above 8°C or frozen goods showing signs of thawing.

Personal hygiene & staff training

Why personal hygiene matters

Food handlers are one of the biggest sources of contamination. Skin, hair, nose, mouth and gut all carry bacteria that can transfer to food through hands, coughs, sneezes or dirty clothing. As a supervisor you are responsible for setting the standard and checking it is followed every shift.

Handwashing

  • Wash hands at the start of a shift, after using the toilet, after handling raw food, after touching hair/face/nose, after handling waste or cleaning, after breaks, and before handling ready-to-eat food.
  • Use a dedicated wash-hand basin with hot and cold running water, liquid soap and hygienic drying (paper towels or air dryer) - never a sink used for food prep.
  • Wash for around 20 seconds, covering wrists, between fingers and thumbs.

Protective clothing

  • Clean, washable protective clothing (whites/apron) must be worn and changed daily or when visibly soiled.
  • Change aprons between raw and ready-to-eat tasks to prevent cross-contamination.
  • No outdoor clothing worn over whites in food areas; remove protective clothing before using the toilet or leaving the premises.
  • Hair must be tied back and covered with a hat or net; beards may need a snood in high-risk areas.
  • Jewellery should be limited to a plain wedding band and possibly a medical alert bracelet - remove rings with stones, watches, bracelets and dangling earrings as they trap bacteria and can fall into food.
  • False nails, nail varnish and strong perfume/aftershave should be avoided in food handling areas.

Illness and fitness to work

  • Anyone with diarrhoea and/or vomiting must be excluded from food handling and stay off for 48 hours after symptoms fully stop (the standard exclusion period).
  • Certain notifiable infections (for example typhoid, certain E. coli strains, Salmonella) may need a longer exclusion and GP/environmental health clearance before returning.
  • Cuts and wounds must be covered with a blue, waterproof, detectable plaster (blue stands out against food and metal detectors can find it), plus a glove over food-contact areas if needed.

Coughs, colds, skin infections and septic spots should also be reported to a supervisor - do not handle food with an infected wound or discharge.

  • Staff must report illness before starting work, not after - this is a legal duty under food safety law.

Smoking, eating and drinking

  • No smoking, vaping, eating, chewing gum or drinking (except covered water) in food areas, as these all risk contaminating food.

Training and supervision

  • Food handlers must receive supervision, instruction and/or training in food hygiene appropriate to their work activity - this is a legal requirement, not optional.
  • Training should be refreshed regularly and whenever procedures, allergens or menus change.
  • Supervisors must check that hygiene rules are followed daily, not just at induction, and correct poor practice immediately.

Common mistakes

  • Washing hands at a food-prep sink instead of a proper hand basin.
  • Coming to work with D&V symptoms because 'it's just a shift'.
  • Wearing the same apron for raw and cooked food.
  • Assuming one training session at induction is enough for the whole job.

Law, enforcement & due diligence

Why food law matters

As a supervisor you're the one who has to know the legal framework, not just follow it blindly. UK food safety law is built on the Food Safety Act 1990 and the Food Hygiene (England) Regulations 2013 (equivalent regs in Wales, Scotland, NI), plus retained EU law Regulation (EC) 852/2004 which sets the general hygiene requirements.

Key legal duties

  • Food businesses must be registered with the local authority at least 28 days before opening.
  • It's an offence to sell food that is unfit, unsafe, or not of the nature/substance/quality demanded.
  • Businesses must operate a food safety management system based on HACCP principles (Hazard Analysis and Critical Control Points).
  • Staff must receive food hygiene training or supervision appropriate to their work activity.

Enforcement

Environmental Health Officers (EHOs) and Food Standards Officers enforce the law. Under the Food Hygiene Rating Scheme (FHRS) in England, Wales and NI, premises get a score of 0-5 after inspection (Scotland uses pass/fail). EHOs have wide powers:

  • Right of entry to premises at any reasonable time, without notice.
  • Hygiene Improvement Notice - requires specified improvements within a minimum of 14 days.
  • Hygiene Emergency Prohibition Notice - immediate closure where there is imminent risk to health; must be confirmed by a court within 3 days.
  • Voluntary closure can be agreed with the business without a notice.
  • Seizure and detention of suspected unsafe food.
  • Prosecution through the courts, which can lead to unlimited fines and up to 2 years' imprisonment for the most serious offences.

Due diligence defence

This is a common exam trap. Due diligence is a legal defence, not a guarantee of innocence - a business can still be prosecuted, but if it proves it did everything reasonably practicable to prevent an offence, it can avoid conviction. To use it a business needs:

  • Documented systems (HACCP, cleaning schedules, training records, temperature logs).
  • Evidence of staff training and supervision.
  • Supplier checks and specifications.
  • Records that are actually kept up to date - a system that exists on paper but isn't followed is not due diligence.

Common mistakes

Students often confuse an Improvement Notice (time to fix) with a Prohibition Notice (immediate stop). Remember: due diligence requires records AND evidence they were followed - just having a policy folder isn't enough. Also note registration is with the LOCAL AUTHORITY, not the Food Standards Agency directly, though the FSA sets national policy.

  • Food businesses must register with their local authority at least 28 days before opening.
