Food law protects customers from harm and protects the business from prosecution. In England, Wales and Scotland the main law is the Food Safety Act 1990, backed up by the Food Hygiene (England) Regulations 2006 (and the equivalent Wales/Scotland/NI regulations) plus retained EU Regulation 852/2004 on the hygiene of foodstuffs. Northern Ireland has its own near-identical regulations.
Environmental Health Officers (EHOs), employed by the local authority, are the main enforcers. They can enter food premises at any reasonable time without an appointment, inspect records, take samples, and issue notices. Food Standards Agency (FSA) inspectors take the lead on meat plants and some approved premises.
All three are offences even if no one actually gets ill — it is the risk and the deception that count.
Every food handler has a personal legal duty of care. The proprietor (owner/employer) carries overall responsibility for food safety management, including having a documented HACCP-based system. Managers must supervise, train and instruct staff to a level appropriate to their work — this is a legal requirement, not just good practice.
Food safety hazards fall into four groups: biological (bacteria, viruses, moulds), chemical (cleaning chemicals, pesticides, allergens are often grouped separately), physical (glass, metal, hair, plasters) and allergenic. Bacteria are the biggest cause of food poisoning by far.
Food, Acidity (neutral pH is riskiest), Time, Temperature, Oxygen, Moisture. The danger zone is 8°C to 63°C - bacteria multiply fastest around 37°C (body temperature), roughly doubling every 10-20 minutes in ideal conditions. That is why high-risk food should not sit in the danger zone for more than 2 hours total (the 2-hour/4-hour rule for food out of temperature control).
UK law (Food Information Regulations, built on the EU list) requires 14 listed allergens to be declared: celery, cereals containing gluten, crustaceans, eggs, fish, lupin, milk, molluscs, mustard, tree nuts, peanuts, sesame, soybeans and sulphur dioxide/sulphites (at above 10mg/kg or 10mg/litre). Since Natasha's Law (October 2021), pre-packed for direct sale (PPDS) food made on the premises and sold from the same site must show a full ingredients list with the 14 allergens emphasised (bold, underlined or coloured).
Don't confuse food poisoning bacteria with food spoilage organisms (spoilage makes food look/smell bad but isn't the main cause of illness). Don't say the danger zone is only about the fridge - it is any temperature between 8°C and 63°C. Remember allergen information must be available even for food that isn't pre-packed - verbally or via a sign, but it must be accurate.

Good food handlers keep food out of this zone as much as possible, because time plus warmth is what lets bacteria grow to dangerous numbers.
Food handlers are one of the biggest sources of contamination. Skin, hair, nose, mouth and gut all carry bacteria that can transfer to food through hands, coughs, sneezes or dirty clothing. Good personal hygiene is a legal duty under food safety law, not just good manners.
Cleaning removes dirt, food debris and grease. Disinfection reduces bacteria to a safe level. Sanitising means doing both together, either in one step or as cleaning followed by disinfection. Cleaning alone does not kill bacteria - it just removes the food source they feed on and physically strips most of them away, but any left behind can multiply fast on a surface that looks spotless.

Always follow the manufacturer's instructions for dilution, contact time and temperature - using less than instructed is a common exam trap and a real hazard because it will not work. Disinfectants and sanitisers need the correct contact time on the surface, often around 5 minutes for many products, to actually kill bacteria. Never mix chemicals together, especially bleach with other cleaning products, because this can produce toxic fumes. Chemicals must be stored away from food, correctly labelled, and never decanted into old food or drink containers.
A cleaning schedule sets out what is cleaned, how, how often, by whom, what chemicals and equipment to use, and the safety precautions. It should be followed and checked, with records kept as evidence for EHO inspections.
Colour coding prevents cross-contamination between food types and cleaning zones, for example red for raw meat, blue for raw fish, green for salad and fruit, yellow for cooked meat, white for bakery and dairy, and brown for vegetables. The same principle applies to cleaning cloths and mop heads for different areas such as toilets versus food areas.
Common food premises pests include rodents (mice and rats), flying insects (flies), crawling insects (cockroaches, ants) and stored product pests. Signs of infestation include droppings, gnaw marks, damaged packaging, nesting material, smear marks and, for insects, live or dead bodies and eggs.
Proofing the building is the first line of defence: keep doors closed, fit fly screens and air curtains, seal gaps and holes, keep external areas clean and bins covered and away from the building, and store food off the floor and away from walls to allow inspection. Report signs of pests immediately and do not attempt DIY pesticide use in a food business - use a registered, competent pest control contractor. Keep pest control records as due diligence evidence.</br>Good housekeeping (no food debris, no standing water, no clutter) removes food and harbourage, making the premises far less attractive to pests in the first place.
Food premises must be kept clean, in good repair and designed to allow good hygiene practice, including protection against contamination and pest access. Layout should ideally follow a one-way flow from dirty (deliveries, waste) to clean (preparation, service) areas, avoiding cross-over between raw and ready-to-eat processes.
HACCP stands for Hazard Analysis and Critical Control Points - a legal requirement under food law for every food business to have a food safety management system based on HACCP principles. There are 7 principles: identify hazards, determine critical control points (CCPs), set critical limits, establish monitoring, set corrective actions, verify the system works, and keep records/documentation.
A CCP is a point where control is essential to prevent or eliminate a hazard - for example, the cooking step for chicken (core temperature 75C for 30 seconds, or equivalent time/temperature combination) is a classic CCP.
Records prove due diligence - the legal defence that shows all reasonable precautions were taken. Common records include fridge/freezer temperature checks, cooking and probe temperature logs, delivery checks, cleaning schedules and staff training records.
Don't confuse a CCP with a general control point - a CCP is one where loss of control creates an unacceptable risk. Records with no signature, date or corrective action are considered incomplete. Many candidates forget that HACCP-based systems must be reviewed and updated whenever the menu, process or premises change.
