What is asbestos?

Asbestos is a group of naturally occurring fibrous minerals prized for decades for being cheap, strong, flexible and brilliant at fire and heat resistance. It was used across UK construction from around the 1930s right through to the ban.

The three main types

  • Crocidolite (blue asbestos) - the most dangerous type, with very fine sharp fibres
  • Amosite (brown asbestos) - also high risk, common in insulation boards
  • Chrysotile (white asbestos) - the most widely used, still hazardous despite once being considered 'safer'

All three types are equally banned and all are classed as Group 1 human carcinogens - there is no such thing as a safe type or a safe level of exposure.

The ban

Where it's commonly found

Asbestos-containing materials (ACMs) turn up all over pre-2000 buildings, including:

  • Textured decorative coatings on ceilings and walls (e.g. Artex-type products)
  • Floor tiles and the black adhesive beneath them
  • Fire doors and fire blankets
  • Insulating boards used as partition walls, soffits and ceiling panels
  • Cement products such as water tanks, gutters and downpipes
  • Sprayed coatings on structural steelwork for fireproofing

Why it's dangerous

Asbestos itself isn't a risk sitting still and undisturbed. The danger comes when it is damaged, drilled, cut, sanded or broken, releasing microscopic fibres into the air. These fibres are invisible, don't dissolve, and once breathed in can lodge permanently in the lungs, causing disease decades later.

Common mistakes to avoid

  • Do not assume a material is safe just because it looks fine on the surface - condition alone doesn't tell you if fibres are locked in or being released
  • Do not assume only obviously 'old' or crumbly materials are risky - cement-based ACMs can look solid and modern
  • Do not confuse the 1999 chrysotile ban with the earlier 1985 ban for blue and brown - remember both dates
  • Never assume a newer-looking refurbished building is automatically ACM-free - always check the pre-2000 build date, not just appearance

Health risks & diseases

Why asbestos is dangerous

Asbestos fibres are microscopic and, once released into the air, can be inhaled deep into the lungs. There is no known safe level of exposure. Fibres are sharp, durable and the body cannot break them down or clear them out, so they stay in the lung tissue and can cause damage that only shows up decades later.

The four main asbestos-related diseases

  • Mesothelioma - an aggressive, incurable cancer of the lining of the lung (pleura) or abdomen (peritoneum). Caused almost exclusively by asbestos exposure, even low or short-term exposure.
  • Asbestos-related lung cancer - works like other lung cancers but is caused by fibre inhalation; risk is greatly increased if the person also smokes.
  • Asbestosis - scarring (fibrosis) of the lung tissue caused by heavy, prolonged exposure. It reduces lung function and gets worse over time; it is not cancer but can be fatal.
  • Diffuse pleural thickening - the lining of the lung thickens and can restrict breathing and cause chest pain.

The critical fact: latency period

All of these diseases have a long latency period, typically 15 to 60 years between exposure and symptoms appearing. This means someone exposed today may not show signs of illness until well into retirement, and by the time symptoms appear the disease is often advanced. This is exactly why prevention now matters, even though nothing seems to happen at the time.

Scale of the problem in the UK

Asbestos-related disease kills around 5,000 people a year in Great Britain - more than road traffic accidents. It is currently the single biggest cause of work-related deaths in the UK.

Common mistakes to avoid

  • Thinking a single small exposure is 'safe' - there is no known safe threshold.
  • Believing symptoms would show up quickly - the long latency period is the whole reason it is so dangerous.
  • Confusing asbestosis (scarring, non-cancerous but serious) with mesothelioma (a cancer).

Types & materials (ACMs)

What ACMs actually are

Asbestos is a naturally occurring fibrous mineral. It was mixed into thousands of building products because it's cheap, strong, and resists fire, heat and chemicals. A material containing asbestos is called an ACM (asbestos-containing material). There is no safe threshold of exposure, so any product that might contain it is treated as if it does until proven otherwise.

The three main types

  • Crocidolite (blue asbestos) - the most dangerous type, thin sharp fibres, used in insulation and sprayed coatings.
  • Amosite (brown asbestos) - also high risk, common in thermal insulation, ceiling tiles and cement products.
  • Chrysotile (white asbestos) - the most widely used type, found in cement, textiles, gaskets and older friction products. Still hazardous despite being called the least dangerous.
  • All three (and other rarer types like tremolite) are banned in the UK - a full ban has applied since 1999.

Where ACMs turn up

Friable vs non-friable

Friable materials crumble easily by hand and release fibres readily - sprayed coatings and lagging are the worst offenders. Non-friable materials like asbestos cement bind the fibres tightly, so they're lower risk unless drilled, cut, sawn or broken. The rule to remember is: the more disturbed or damaged a material, the more fibres it releases, regardless of type.

Age is the key clue

Any building built or refurbished before the year 2000 may contain ACMs - this is the figure UKATA and HSE expect you to know. It doesn't matter which room or which trade; if a building falls in that date range, treat any suspect material as asbestos until it's tested.

The law — CAR 2012 & duty to manage

The Control of Asbestos Regulations 2012 (CAR 2012)

CAR 2012 is the main law covering asbestos in Great Britain. It brought together earlier asbestos regulations into one set of rules and applies to anyone who could disturb asbestos-containing materials (ACMs) while at work - not just specialist removal contractors. It sits under the Health and Safety at Work etc. Act 1974, and the Health and Safety Executive (HSE) is the enforcing authority.

Duty to manage - Regulation 4

Regulation 4 places a legal duty on whoever has control of, or responsibility for, the maintenance of non-domestic premises. This is normally called the 'dutyholder'. It can be a building owner, landlord, or managing agent, depending on who the lease says is responsible for repairs.

The dutyholder must:

  • Take reasonable steps to find out if ACMs are present, and assume materials contain asbestos unless there is strong evidence they do not
  • Record the location and condition of any ACMs in an asbestos register
  • Assess the risk of anyone being exposed
  • Prepare a written asbestos management plan setting out how the risk will be managed
  • Review and update the survey, register and plan regularly, and share the information with anyone who might disturb the material (contractors, maintenance staff)

Who this applies to

CAR 2012 covers all work with asbestos, including maintenance workers, electricians, plumbers and other tradespeople who might disturb ACMs without meaning to. It does not apply to domestic premises occupied by the owner, but it does apply to common areas of shared residential buildings, such as communal stairwells in a block of flats.

Licensing under CAR 2012

Most asbestos removal work must be done by a contractor holding an HSE licence. Work is licensable when it is high risk, for example removing sprayed asbestos coatings, asbestos insulation or asbestos lagging. Some lower-risk, short-duration work is 'notifiable non-licensed work' (NNLW) - it does not need a licence but must be notified to the enforcing authority and health records kept.

Common mistakes

  • Thinking CAR 2012 only applies to specialist removal firms - it applies to anyone whose work could disturb ACMs
  • Assuming a material is asbestos-free without evidence - the default legal assumption is that it IS present

What to do if you find/disturb it

If you find or disturb suspected ACMs

If you come across material you suspect contains asbestos, or you accidentally disturb it, the golden rule is: stop, don't touch, and get out. Do not brush it, sweep it, vacuum it with a normal vacuum, or try to move it. Any disturbance can release fibres into the air, and it's the airborne fibres you breathe in that cause harm decades later.

The immediate steps

  • Stop work straight away. Down tools the moment you suspect asbestos.
  • Leave the area calmly, without rushing or creating a draught that stirs up dust.
  • Avoid touching or disturbing the material any further.
  • Warn others nearby so nobody else walks into the area.
  • Isolate the area if you can do so safely, for example by closing a door, but don't attempt to seal or clean anything yourself.
  • Report it immediately to your supervisor, manager, or the duty holder responsible for the premises.

If you've already disturbed it

  • Leave the area immediately, don't wait to finish the task.
  • Do not attempt to clean up dust or debris yourself under any circumstances.
  • Remove contaminated disposable clothing or overalls carefully if practical, without shaking them, and bag them.
  • Report the incident straight away, including what was disturbed and roughly how much.
  • Wash exposed skin, but do not shower or scrub aggressively in a way that could push fibres into pores; follow your employer's decontamination procedure.

What happens next

  • The area should be restricted or taped off until a competent person assesses it.
  • A licensed asbestos removal contractor may be needed for higher-risk materials such as sprayed coatings, insulation, or asbestos insulating board.
  • Air monitoring may be carried out to confirm the area is safe (clearance certificate) before work resumes.

Common mistakes

  • Trying to be helpful by clearing up debris, which spreads fibres further.
  • Carrying on working because 'it's probably fine' or to avoid delay.
  • Not telling anyone, hoping it isn't asbestos.
  • Using a normal household vacuum cleaner, which pushes fine fibres straight through the filter into the air.
  • Walking dust through the building on footwear or clothing.
  • The rule if you suspect asbestos: stop work, don't touch it, leave the area, and report it immediately.
  • Never sweep, brush, or use an ordinary vacuum cleaner on suspected ACM debris, it releases fibres into the air.

Emergency procedures & reporting

Why emergency procedures matter

Asbestos awareness training does not qualify you to work with asbestos. Its job is to help you recognise materials that might contain asbestos and know exactly what to do if something goes wrong. An 'emergency' in this context usually means accidental disturbance, damage, or discovery of suspected asbestos-containing material (ACM), not a fire (though fire can also disturb ACMs).

The golden rule: STOP

If you disturb, damage, or discover suspected ACM, the very first action is to STOP work immediately. Do not carry on 'just to finish the job' - every extra minute increases fibre release and exposure.

Immediate actions on disturbance

  • Stop work straight away and put down tools.
  • Leave the area calmly, without rushing or creating a draught.
  • Do not brush, sweep, or attempt to clean up dust or debris - this disturbs fibres further.
  • Do not vacuum with an ordinary domestic or workshop vacuum - normal vacuums pass fine fibres straight through the filter and exhaust them into the air.
  • Close doors behind you to contain the area, but avoid slamming them.
  • Restrict access - stop others entering, using tape, a sign, or a person watching the door.

  • Report the incident immediately to your supervisor or manager.
