ADR framework, classes & UN numbers

What ADR actually is

ADR is the European Agreement concerning the International Carriage of Dangerous Goods by Road. It sets the legal framework for how dangerous goods must be classified, packaged, marked, labelled, documented and carried across borders. In the UK it's implemented through the Carriage of Dangerous Goods Regulations, enforced by DVSA. ADR is updated every two years (odd years, effective 1 January), so always check you're revising the current version.

The 9 classes you must know cold

ADR splits every dangerous substance into one of 9 hazard classes:

  • Class 1: Explosives
  • Class 2: Gases (split into 2.1 flammable, 2.2 non-flammable non-toxic, 2.3 toxic)
  • Class 3: Flammable liquids
  • Class 4.1: Flammable solids, 4.2: Substances liable to spontaneous combustion, 4.3: Substances that emit flammable gas on contact with water
  • Class 5.1: Oxidising substances, 5.2: Organic peroxides
  • Class 6.1: Toxic substances, 6.2: Infectious substances
  • Class 7: Radioactive material
  • Class 8: Corrosive substances
  • Class 9: Miscellaneous dangerous substances and articles (includes lithium batteries, environmentally hazardous substances)

Common mistake: candidates think classes are ranked by danger level 1-9. They're not — the number is just a hazard category, not a severity scale.

UN numbers

Every dangerous substance gets a 4-digit UN number (e.g. UN1203 = petrol, UN1830 = sulphuric acid) that identifies the exact substance regardless of language or country. UN numbers run from UN0004 up to around UN3550+. The UN number always sits inside an orange plate on the vehicle, and on packages it's shown alongside the proper shipping name. Don't confuse the UN number with the class number — they answer different questions: UN number = what is it, class = what kind of hazard.

Orange plates and placards

Vehicles carrying dangerous goods in bulk or certain quantities display plain orange plates (no numbers) or numbered orange plates showing the Kemler code (hazard identification number) on top and UN number on the bottom. The Kemler code's first digit shows the primary hazard, a doubled digit means intensified hazard, and an X prefix means the substance reacts dangerously with water.

Exemptions

Small loads can qualify for the '1000 points' total quantity exemption system, and there's a separate limited quantities (LQ) and excepted quantities (EQ) regime for small packaged amounts — know that these exist and reduce (not remove) some requirements, they don't make goods 'not dangerous'.

Key mistake to avoid

Don't mix up class 2 gas sub-divisions (2.1/2.2/2.3) — they're tested individually, not as 'just gases'.

Packing, marking & labelling

Why packing, marking and labelling matter

ADR sets strict rules for how dangerous goods are packed and how packages are marked and labelled so everyone in the chain - loaders, drivers, emergency services - can identify the hazard at a glance, even before paperwork is checked.

UN-approved packaging

  • All packaging for dangerous goods must be of a UN-approved design type, tested and certified for the packing group it carries.
  • The UN packaging code is stamped on the package, e.g. 4G/Y145/S/26/GB/1234 - this string tells you the packaging type, performance level and test year.
  • The middle letter (X, Y or Z) shows which packing groups it is approved for: X = I, II, III; Y = II, III only; Z = III only. A Y-marked package can never carry Packing Group I goods.
  • Combination packagings (inner + outer) must be tested as a complete unit - you cannot mix and match untested components.

Marking a package

  • Every package must show the UN number of the substance, preceded by the letters 'UN', in figures at least 12mm high (6mm on packages of 30 litres/30kg or less).
  • The proper shipping name may also be required alongside the UN number.
  • Orientation arrows (two black or red arrows) are required on combination packagings with liquids in inner packagings, placed on two opposite vertical sides.
  • Limited quantity and excepted quantity marks have their own diamond-shaped designs and are used only when the reduced-rule thresholds are met.

Labelling a package

  • Hazard warning labels are diamond-shaped (square set at 45 degrees), minimum 100mm x 100mm (smaller sizes permitted for small packages).
  • The correct primary hazard class label must be applied, plus any subsidiary risk labels for secondary hazards shown in Column 5 of Table A.
  • Labels must be placed on the same surface of the package near the marks where practical, be a contrasting colour to the background and remain legible - never obscured by other labels, straps or wrapping.
  • Packages containing goods dangerous to the environment need the fish-and-tree mark even if no other subsidiary label applies.

Common mistakes to avoid

  • Confusing the packing group letter (X/Y/Z) and using packaging rated for a less severe group.
  • Forgetting subsidiary risk labels when a substance has more than one hazard.
  • Using labels smaller than the minimum size, or letting labels overlap and hide UN numbers.
  • Assuming reused packaging is still valid - it must retain its UN test certification and be undamaged and compatible with the new contents.
  • Every dangerous goods package must show the UN number preceded by the letters UN, in figures at least 12mm high (6mm for packages of 30kg/30L or less)
  • UN packaging codes use a letter for packing group approval: X = groups I, II, III; Y = groups II, III only; Z = group III only
  • Hazard warning labels are diamond-shaped (45-degree square) with a minimum size of 100mm x 100mm
  • Combination packagings must be tested and certified as a complete assembled unit, not as separate components
  • Orientation arrows are mandatory on combination packagings containing liquids in inner packagings, on two opposite vertical sides
  • Subsidiary risk labels are required whenever Column 5 of Table A lists a secondary hazard for the substance
  • Environmentally hazardous substances require the fish-and-tree mark in addition to any primary hazard label
  • Labels and marks must never be obscured by other labels, straps, over-wrapping or dirt
  • Reused or reconditioned packaging must retain valid UN certification and be compatible with the new contents
  • Limited quantity and excepted quantity packages use their own distinct diamond marks, separate from full hazard labels
  • The packaging manufacturer's test date (year) is part of the UN code stamp and shows when the design was certified
  • Packing group I substances can never legally go into Y-marked or Z-marked packaging

Vehicle marking & orange plates

Why vehicles need marking

  • Any vehicle carrying dangerous goods above the small-load thresholds must be clearly marked so emergency services, other road users and enforcement can identify the risk at a glance.

Orange plates - the basics

  • ADR vehicles carry plain orange reflectorised plates, 40cm x 30cm, with a 15mm black border.
  • Fitted on the front and rear of the vehicle (and rear of any trailer).
  • Must stay visible, clean and undamaged -- an illegible plate counts as no plate at all.
  • Plates and markings must survive 15 minutes' exposure to fire and remain legible.

Plain plates vs numbered plates

  • A plain orange plate (no numbers) is fitted for mixed loads or general carriage in packages.
  • Numbered plates carry the Hazard Identification Number (Kemler code) on top and the UN Number underneath.
  • Numbered plates are required for tank vehicles, tank containers, MEGCs and certain bulk loads.
  • Numbered plates are also fitted on the sides of tanks, matching the substance in each compartment.

Reading the Kemler code

  • The Hazard ID Number is 2 or 3 digits, occasionally with an X prefix meaning 'reacts dangerously with water'.
  • First digit = primary hazard (2 gas, 3 flammable liquid, 6 toxic, 8 corrosive, etc).
  • A doubled digit means intensified hazard.
  • A 0 as the second or third digit is a filler with no extra meaning.

When plates are needed

  • Tank vehicles/tank-containers: always numbered plates, front, rear and both sides.
  • Vehicles carrying packages above the relevant threshold: plain plates front and rear.
  • Below the small-load exemption thresholds, ADR marking is not required -- but check the exemption carefully as it is substance and quantity specific.

Common exam traps

  • Mixing up plate size (40 x 30cm) with the smaller hazard diamond/label size.
  • Forgetting side plates are for tanks/bulk only, not general package vehicles.
  • Thinking the Kemler number is the same as the UN number -- they are two separate numbers on the same plate.
  • Believing an empty uncleaned tank needs no plate -- residue still counts as dangerous goods.

Loading, segregation & stowage

Why segregation matters

Dangerous goods can react with each other if mixed in a vehicle or store - fire, toxic gas, or violent decomposition can result. ADR sets out strict rules for which classes must be kept apart, and how far apart, both during carriage and in warehousing.

The segregation table

ADR Chapter 7.5 (carriage) and 7.5.2 in particular gives a segregation table showing which classes must not be loaded together. Key pairs to remember:

  • Explosives (Class 1, except 1.4S) must be segregated from most other classes.
  • Oxidisers (Class 5.1) must be kept away from flammables (Class 3) and organic peroxides (5.2) - oxidisers feed fires.
  • Acids and alkalis (different Class 8 sub-groups) must not be mixed - risk of violent reaction.
  • Foodstuffs must be segregated from toxic (6.1) and infectious (6.2) substances to prevent contamination.

'Segregation' means physical separation - a solid partition, a minimum distance, or loading in separate compartments/vehicles - not just stacking apart by a few inches.

Securing the load

All packages must be secured against movement (sliding, tipping, falling) using blocking, bracing, lashing or fixed racking. An unsecured load is a common cause of package damage and leaks, and is a roadside enforcement offence in its own right - separate from any dangerous goods breach.

Mixed loading limits

Some substances may only be loaded together up to a total quantity threshold (e.g. certain Class 1 explosives compatibility groups) - always check the specific compatibility group letters (A-S) before mixing explosives.

Handling during loading/unloading

  • No smoking, naked flames or unnecessary sources of ignition near the vehicle.
  • Engine should normally be switched off during loading/unloading (except when the engine drives a pump for the load itself).
  • Check for leaking or damaged packages before loading - never load a damaged package.
  • Orientation arrows on packages (for liquids) must be respected - some packages must stay upright.

Common exam mistakes

  • Thinking segregation only applies to explosives - it applies across many class pairs.
  • Forgetting that empty uncleaned packaging/tanks still count as dangerous goods and still need segregation.
  • Assuming a tarpaulin or sheet counts as 'segregation' - it does not stop chemical reaction or fire spread.
  • Mixing up 'stowage' (how goods sit and are secured) with 'segregation' (keeping incompatible goods apart) - the exam tests both separately.
  • Class 5.1 oxidisers must never be loaded with Class 3 flammable liquids or Class 5.2 organic peroxides.
  • Class 1 explosives (except compatibility group 1.4S) require segregation from most other ADR classes.
  • Foodstuffs must be kept segregated from Class 6.1 toxic and Class 6.2 infectious substances.
  • The ADR segregation table is set out in Chapter 7.5 (7.5.2) of the ADR agreement.
  • Loads must be secured by blocking, bracing, lashing or racking - not just placed on the vehicle.

Driver duties, documents & exemptions

Who is 'the driver' under ADR

Anyone driving a vehicle carrying dangerous goods above the small-load thresholds must hold a valid ADR driver training certificate (the 'ADR licence'), covering the class of goods carried and the vehicle type (tank or non-tank). Certificates last 5 years and must be renewed by attending a refresher course and passing exams before expiry - if you let it lapse you must resit the full initial course, not just the refresher.

Documents that must be carried

  • Transport document (consignment note) showing UN number, proper shipping name, class, packing group, number and type of packages, total quantity, and consignor/consignee details.
  • Driver's ADR training certificate.
  • Written instructions (the 'Tremcards') in a language the driver can read, covering emergency action for the specific goods carried - these must be readily accessible in the cab, not locked in a bag.
  • Photo ID for the driver.
  • Vehicle approval certificate (ADR test certificate) for tanks and certain vehicle types over 3.5 tonnes, plus any special permits (e.g. tunnel restriction docs).
  • For carriage under exemptions, evidence supporting the exemption used (e.g. calculated load quantities) should be available.

Driver duties before and during the journey

  • Check the vehicle is placarded/marked correctly (orange plates, hazard warning labels) matching what's actually loaded.
  • Verify packages are properly closed, undamaged and segregated where required.
  • Carry and know how to use the equipment listed in the written instructions: wheel chocks, warning signs/cones, eye protection, hand torch, protective clothing, and emergency spill equipment.
  • Follow parking and supervision rules - vehicles carrying dangerous goods generally must not be left unattended in public places without being properly secured.
  • Comply with tunnel restriction codes (A-E) and route restrictions.

Exemptions - the key ones

  • 1.1.3.6 'small load' exemption: total quantity per transport unit calculated using load-category multipliers (categories 1-4, multipliers 50, 3, 1, and unlimited/0 for category 4) must not exceed 1000 points; below that, many full ADR duties (tank certificates, some marking, driver training in full) don't apply, though basic packing, labelling and fire extinguisher rules still do.
  • Limited Quantities (LQ) and Excepted Quantities (EQ): goods packed in small inner quantities below LQ/EQ thresholds are exempt from most ADR requirements, including the need for an ADR-trained driver.
  • Private/non-commercial carriage of goods for personal use in limited quantities is exempt.
  • Carriage related to farming, gas for vehicle fuel systems, and emergency services response also carry specific exemptions - always check the exact wording in Part 1.1.3 rather than assuming.

Common mistakes

Mixing up LQ with 1.1.3.6 (they use different limits and rules); assuming a valid driving licence is enough (ADR certificate is separate); forgetting the certificate must match BOTH class and vehicle type; and leaving written instructions inaccessible.

  • ADR driver training certificates are valid for exactly 5 years from the date of the exam pass.
  • If an ADR certificate expires, the driver must retake the FULL initial course - a refresher only works before expiry.
  • Written emergency instructions (Tremcards) must be kept in the cab, readily accessible - not in a locked compartment or bag.
  • The transport document must show UN number, proper shipping name, class, packing group and total quantity.
  • The 1.1.3.6 small load exemption uses load-category multipliers of 50, 3 and 1 (category 4 items unlimited) with a threshold total of 1000 points per transport unit.
  • Limited Quantity (LQ) and Excepted Quantity (EQ) packaged goods below set thresholds do not require an ADR-trained driver.
  • Vehicles over 3.5 tonnes carrying certain dangerous goods, and all tank vehicles, need a valid vehicle approval (ADR test) certificate.
  • Driver photo ID must be carried alongside the ADR training certificate and transport document.
  • Tunnel restriction codes A to E determine which road tunnels a load may pass through.
  • Private carriage of dangerous goods for personal, non-commercial use in limited quantities is exempt from ADR.
  • Basic packing, labelling and fire-extinguisher requirements still apply even when the 1.1.3.6 exemption removes other duties.
  • A driver's ADR certificate must cover both the correct hazard class AND the correct vehicle category (tank or non-tank) for the load carried.

When things go wrong: the driver's first job

If a dangerous goods incident happens - spillage, leak, fire, or an accident involving your load - your first duty is to stop the vehicle safely, secure the area and protect yourself and others. Never guess what to do: the written instructions (the ADR Transport Document plus the Instructions in Writing, sometimes called Tremcards) carried in the cab tell you the hazards, the protective equipment needed and the emergency actions for that specific substance. Read them before you act.

Instructions in writing

Every ADR vehicle must carry Instructions in Writing in a language the driver understands, plus usually the languages of the countries of origin, transit and destination. They cover: nature of the danger, action to take in an incident, and personal protective equipment. A common mistake is assuming the transport document alone is enough - it isn't; the Instructions in Writing are a separate, mandatory document.

The four golden rules on scene

  • Stop the engine and switch off electrical systems where safe to do so.
  • No naked flames, no smoking, keep ignition sources away.
  • Warn other road users - use warning triangles/hazard lights, and keep bystanders back.
  • Do not attempt to handle a leaking substance unless trained and equipped - your job is to contain the scene, not fix the chemistry.

Personal protective equipment (PPE)

ADR requires each vehicle crew member to carry: a warning vest (hi-vis), a suitable warning device (two self-standing warning triangles or equivalent), eye protection (goggles/glasses), and where the load requires it - gloves, a hand torch, an emergency escape mask (for certain toxic gas classes) and a shovel and drain seal for spill containment. Fire

A 2 kg dry powder fire extinguisher must always be carried for small fires (e.g. tyres, brakes, engine). Vehicles over 7.5 tonnes need extra extinguisher capacity (typically a further 6 kg minimum), and combination units carrying trailers need extinguishers on both units. Never use water on a fire involving Class 3 flammable liquids or reactive substances - check the placard/label for the correct extinguishing medium; the wrong agent can make things worse.

Incidents involving loss of dangerous goods, injury, or significant damage must be reported to the emergency services immediately and, in the UK, may require a written report under ADR reporting requirements if certain thresholds are exceeded (e.g. death, injury, loss of product, or environmental damage).
